Mykolaiets O. Development of mechanisms for the formulation and implementation of state social policy in Ukraine

The dissertation is devoted to substantiation of theoretical, methodical bases and development of practical offers on development of mechanisms of formation and realization of the state social policy in Ukraine. The classification features of the mechanisms of realization of the state social policy according to the problem-oriented approach are investigated, namely: the legal mechanism (appointment and granting of social privileges under too branched system); organizational (lack of effective personnel policy in the field of social development in public authorities); political (incomplete quantitative and qualitative implementation of state social functions); economic (lack of state incentives for private investment in the social sphere), which provides for the formation of areas of development in the areas of activity (social and labor relations; health; education; culture, sports, leisure; housing) and by objects of activity (respectively to the sociodemographic structure of the population). Conceptual provisions for the development of mechanisms for the formation and implementation of state social policy based on the model of public administration, the central element of which is an organized society with its interests in the interaction of state and civil society, and take into account the requirements of civilization (formation of civic consciousness, in accordance with global challenges), the goals of the welfare state (high degree of social responsibility of the state, ensuring general employment, availability of social services, generalization of income and development of universal mechanisms for their redistribution), principles of social partnership (relations between society, business and government), service approach to social protection (involvement of society and business in innovation processes in the modernization of state institutions), which will provide high quality social services, social support, social solidarity
