Essay

The analysis of the current state and directions of development of methods of construction of modern organizational educational systems is carried out. The results of the analysis show that today there is a transition to a competency-based approach to learning, which involves changes in approaches to its organization and planning. The specifics of professional training of air traffic controllers are taken into account. It is proved that a significant part of the total amount of educational activities are automated procedures (training complexes, automated training systems, distance learning and knowledge control systems, information technology for training). Methods of realization of the specified procedures are based on results of mathematical modeling of various aspects of functional activity of managers. The dissertation provides a theoretical generalization and a new solution to the scientific problem, which is to develop construction methods of the organizational system of training air traffic controllers. Within the framework of the set task the partial tasks are solved: the analysis of features of the organization of educational process on preparation of dispatchers of ATC; analysis of the use of modern information technology of organizational training systems; formation of requirements to the information technology of the organizational system of training of ATC dispatchers; substantiation of indicators and criteria for evaluating the effectiveness of information technology of the organizational system of training of ATC dispatchers; development of a model of the system of training of ATC dispatchers with the use of a multi-agent approach; development of a method of automated testing and assessment of knowledge of ATC dispatchers; development of a model of a multi-agent system for scheduling classes for ATC dispatchers; evaluation of the effectiveness of the developed methods and the adequacy of the models.
