Essay

The dissertation solves an urgent scientific task, which is to substantiate the priority ways and directions of development of the mechanism of public participation in the formation and implementation of state policy in health care in Ukraine, taking into account international standards of participatory democracy, as well as scientific justification of proposals for improvement, normative-legal and institutional components of the mechanism of interaction of civil society and the state in the field of medicine in order to ensure effective socially oriented medical reform. The category «mechanism of public participation in the formation and implementation of state policy in the field of health care» is substantiated, which is proposed to mean a system of interrelated actions, tools and methods of regulatory, organizational, managerial and social nature, through which the public is active, a permanent and equal participant in public administration in the field of health care and health care reform. It is proposed to introduce a differentiated approach to the subject-subject composition, namely the mechanism of public participation in the formation and implementation of state policy in the field of health, which provides for: a) broad public participation in discussing issues related to the implementation of constitutional human rights for health care, medical care and insurance; b) purposeful involvement by the state of specialized civil society institutions (medical and patient organizations, trade unions of medical workers, NAMS of Ukraine, etc.) to improve the mechanisms of formation and implementation of state policy in the field of health care.
