In the dissertation the actual scientific problem is solved, which consists in theoretical and methodological substantiation of mechanisms of decision making in public service and development of practical recommendations for their improvement. The theoretical approach to the interpretation of the concept of "management decision" has been refined, in which it is suggested to understand the choice of the subject of management by an alternative way of solving a problem, which involves a purposeful analysis of the situation and factors that influence its course, as well as the formation of methods, tools and tools, respectively. to the goals of the main management system. Cognitive modeling has been proposed as a tool for the public service decision-making process, which is the only systematic way of looking at a future option to identify the potential consequences of alternatives that allow them to be objectively compared. The main stages of modeling are defined: cognitive (cognitive-target), which involves the structuring of data on the objects under study and the environment using advanced PEST analysis and SWOT analysis; creation of cognitive models of the decision having managerial character (formalization of the data obtained during the cognitive structuring process); scenario study of the signs that are the prerequisites of the problem; development of management strategy through the situation around the objects; collective model adjustment; finding and justifying strategies for achieving goals in situations that are stable or dynamic; development of the program of implementation of the made management decisions by means of modeling, simulation character.
