Udod Y. Formation of the local development projects’ regional support system.

The thesis carried out a scientific substantiation of the provisions that methodologically provide a solution to the problem, which is characterized by the contradiction between the urgent need to ensure balanced development of territories and communities of Ukraine through the formation of appropriate support systems for projects and programs, at all levels of management. methodological support for the unity of processes at the levels of «regional level» – «subregional level» – «territorial community». The operational definition of «regional support system for local development projects» is proposed – a system whose elements interact at all stages of projects and programs’ life cycles based on consensus on the rational allocation of shared limited resources to ensure territories and communities’ balanced development in the region, taking into account regional smart-specialization and prioritizing the region-specific areas’ development. The list of international organizations’ documents, which provide guidelines for the support systems for the balanced local development formation, has been identified and can be used in the activities of local governments and other regional and local development actors. The key principles (openness; active internal dialogue; continuity of experience succession; project, program, portfolio approach to the regional and local development processes; systematic support for local development projects; project-targeted financing of local communities; reasonable distribution of involved and budgetary resources) and values («3P»: proactive, productive, promising) of the local government development regional program have been formalized, compliance with which will ensure the success of local government development programming at the regional level in today’s challenges. Process modelling of the regional of local development projects’ support system is carried out, on the basis of high-level model of integrated quality management system (according to ISO 18091) with definition: system-forming element (association of local self-government bodies); system management processes that are formed under the influence of the Sustainable Development Goals and different levels territories’ management systems related development priorities; key maintenance processes. The effectiveness of current activities (projects, programs and portfolio management) is ensured by the implementation of quality management processes according to ISO 9001. Network interaction with community development resource centres and territorial project offices is carried out through a specialized Internet resource with a platform for communities of practice.
