Essay

Forecasting the wage optimization strategy and policy under European integration in Ukraine should be integrally combined with the general process of national economy market formation, to begin with tax, monetary, financial, banking systems, social sphere, and further reforms of state institutions. First of all, this reformation is related to the fiscal and monetary policy implementation to ensure a stable and favorable economic situation in the real sector of the national economy. Currently the pay system for workers of this category objectively needs to be improved. The main task of the state in this direction should be a stable increase in public sector employees’ wages, taking into consideration inflation, regulation adoption for effective measures to improve the employees’ financial situation. By revitalizing the population’s labor efforts, the income policy should be aimed at revival of industries important for development of: science, education, State-building, health care, high-tech industry, etc., in other words those industries that today have become the foundation for economic growth around the world. The current tariff system should be radically changed, as it contains no logic and consistency, and worst of all, it is not aimed at ensuring fair pay for work. The structure of the wage rate scale for positions is unclear yet, since first certain directions of the economy are taken with category ranges set within according to the Unified tariff net, in particular: education, science, health care, social protection, theaters, concert agencies, etc., but then specific enterprises, institutions, and organizations are taken as a basis. This approach seems to be incomprehensible, because if the economic activity directions are taken as a basis, it should have been guided by the Ukrainian Industry Classification System KVED during the Unified tariff net development, and if the Unified tariff net is separately developed for each individual enterprise, institution or organization, it should be done at the local level. However, we are convinced that the Unified tariff net should be developed exclusively at the state level, and an approach to salary amount adjustment should be developed at the local level, taking into account labor intensity, special ranks, awards, employee’s achievements and other characteristics. The unified tariff net is proposed to develop on the basis of the Classification of Occupations, as it is a unified act that contains all the professions existing in the economic space of Ukraine. Therefore, each of these professions should be assigned its own tariff coefficient and category (See the Appendix to the Thesis). According to the CO, each profession should correspond to a certain tariff category and coefficient. Salaries (tariff rates) by the Unified tariff net categories should be set by multiplying the 1st tariff category employee’s salary (rate) by the appropriate tariff coefficient. If the official salary (tariff rate) is set in hryvnias with kopecks, figures up to 0.5 are discarded, from 0.5 and above - rounded to one hryvnia. Salaries (tariff rates, wage rates) should be calculated based on the 1st tariff category employee’s salary (tariff rate) set in the amount of the minimum wage for able-bodied people as of January 01 of the calendar year.
