Recovery, reintegration and post-isolation support for people released from captivity at the temporary occupied territories under the effective control of Russian Federation is a topical challenge for Ukrainian state. The goal of the thesis is to substantiate the theoretical and methodological principles and to develop scientific and practical recommendations to the authorities for the formation and implementation of mechanisms of public administration for the recovery of persons released from forced or determined isolation. The main results of the research are the following. The aggression of the Russian Federation is structured into periods in accordance of the captivity issues such as quantity of POWs, hostages and returnees, circumstances of captivity and releases, positioning of the problem by politicians, tactics of RF proxies, using of tortures etc. All problems of captured and released Ukrainian citizens and their family members are generalized into three main groups: problems related to the protection of human rights, freedoms and legally protected interests of captured, isolated and released persons; problems related to the physical and mental recovery, rehabilitation and post-isolation adaptation of returnees; problems related to national security and defense threats. The USA and NATO approaches for personnel recovery and reintegration processes were applied in Ukraine during the reintegration and post-isolation support activities focused on returnees released since 2017. Using of the isolation as a professional term helps to organize services for all returnees in any political landscape. The author proposes interpreting in Ukrainian of such terms as isolation, forced isolation, isolated personnel, returnee, released personnel, recovery, personnel recovery, reintegration, post-isolation activities etc. At the same time, new meanings of post-isolation support, recovery and post-isolation support system, post-isolation adaptation are proposed, taking into account NATO experience and the features of hybrid warfare. The terms are proposed as a system concept to be helpful to organize personnel recovery, reintegration and post-isolation activities as standard processes, due to NATO AJP 3.7. and basing on the Department of Defense reintegration model, and should be useful for public administration, military issues and scientific researches.
