The dissertation studies scientific provisions and new theoretical and practical results, which together solve the current scientific problem, which is to scientifically substantiate the adaptive training model of health professionals in public administration, taking into account the information and psychological component, state and prospects of state mechanisms, regulation of adaptive learning in public administration in general. The dissertation investigates the essence of the conceptual and categorical apparatus and highlights the basic concepts of ‘training’, ‘skills development’, ‘health professionals in public administration’, ‘health professionals training in public administration’. It is substantiated that the information-psychological component of adaptive training of health care professionals in public administration is a system of methods of health development care system specialists in public administration taking into account the personality psychotypes of specialists and their perception of certain professional information for the formation of important qualities, abilities and knowledge to hold certain positions in public authorities of health care management. Also, the current state of adaptive health professionals training in the public administration system is analyzed. The foreign experience of adaptive health care professionals training in the system of public administration has been studied and it has been found that each of the countries has its system of civil servants training (public servants). The problems of adaptive training of health care professionals in the public administration system are highlighted. The institutional mechanism of adaptive training of health care professionals in the public administration system has been clarified and the following central public authorities have been identified that implement adaptive training of health care professionals in the public administration system. The theoretical model of the information-psychological component of adaptive health care training specialists in public administration is substantiated. The ways of public administration adaptive training information-psychological component in theoretical model realization for health care specialists are singled out and it is offered to accept the concept of public administration adaptive training information-psychological component in theoretical model realization for health care specialists till 2030, in which ways of implementing this education are proposed and the results of its implementation are predicted.
