Strilchuk V. Conforming environmental management in the local social and economic system

The analysis of research methods for the development of ecological and socio-economic systems has shown the need to identify ecological and economic diagnostics as a basic analytical stage of the process of improving environmental management in the local socio-economic system. The scientific substantiation is carried out, the place and role in the theoretical methodology of the concept of multi-purpose ecological complex is defined. The author’s vision of its model, structure, functions within the framework of existing economic and ecological theories is offered. The analysis of the general tendencies of economic development of the Kherson area on the edge of the basic branches and administrative areas is carried out. Peculiarities of agricultural production on irrigated lands are determined. The potential of innovative industries has been established. The structure of natural resource potential of districts and region as a whole in the context of mineral, water, land, forest, faunal and natural-recreational components is determined. In order to assess the degree of balance of ecological and economic processes in the region in this thesis it is proposed to use ecological and economic diagnostics. Іn the framework of diagnostics it is determined the level of socio and economic development of administrative districts of Kherson region. The results of the study of natural resource potential, ecological status and level of economic development of administrative districts allowed for a comprehensive assessment of nature management in the region. Through tree-like clustering, two territorial units of nature management have been formed into local socio-economic systems. The strategy of the multi-purpose ecological complex is the long-term basic installations and activity plans of the organizational and technological complex. They are determined, taking into account the general situation in the region as a whole, and are consistent with the peculiarities of the local socio-economic system. Tactic tasks of functioning of a multipurpose ecological complex are defined by the basic problems of local social and economic systems revealed in the course of ecological and economic diagnostics. On the basis of economic and mathematical forecasting is necessary to determine trends that can be expected in the development of leading industries in the region, investment activity, financial self-sufficiency, efficiency labour market efficiency. Solution to the problem of modernization and the reconstruction of the technological base involves the use of agreement financial and operational leasing; a guarantor in this case can be a multi-purpose environmental complex. Transactions of leasing will enable the company to obtain a number of advantages.
