The paper explains the theoretical approaches to the essence of political mobilisation, the nature, forms and orientation of mobilisation factors that activate the electoral participation of citizens. On the basis of the analysis of conceptual models and approaches of electoral participatio it was established, that modern political systems combine the autonomous and mobilised participation of citizens. The methods were generalised and the main scientific approaches in the sphere of analysis of the electoral behaviour and electoral participation were defined. The structure, content and directions of improvement of the legal and regulatory framework of electoral process at the parliamentary elections in Ukraine were characterised. The institutional structure and procedures of participation of citizens in parliamentary electoral processes were explained. The specific character of the use of mobilisation technologies and their effectiveness at the elections to the Verkhovna Rada of Ukraine in 1998–2019 was identified. Information on the mobilization potential of innovative forms and practices of citizen participation in parliamentary electoral processes is summarized. It is proved that the Ukrainian society remains vulnerable to bribery, manipulation, administrative pressure, which often hinders the free formation and expression of will of voters.
