Essay

In the dissertation work is solved the actual scientific and practical task the control of solid waste management process at the expense of the application of expert-analytical procedures by complex use of a method of the analysis of hierarchies. The study of the "waste hierarchy" under EU Directive 2008/98/EU using the method of hierarchy analysis allowed to determine not only the priorities of measures to ensure the environmental safety of the solid waste management process but also the impact (value) of the measure at each stage. According to the calculations, contributions to the overall risk amounted to 46.15 % for disposal, 24.02 % for recovery, 10.95 % for recycling, 10.95 % for generation, 5.14 % for collection and 2.79 % for transportation. It was found that among the factors that create a negative impact, the greatest contribution to the danger to the environment are ChF3-conditions of solid waste management (54.95% of all factors). The importance of the priorities of measures in the processes of environmental safety assessment and management in making management decisions based on the principles of "waste hierarchy", the implementation of which at the level of public administration is: local - 60.22%, regional - 22.55%, national - 17.23 %. The adequacy of the developed methodological apparatus of multi-criteria expert-analytical assessment of processes and objects of solid waste management using the method of hierarchy analysis at the Rogan landfill (Kharkiv) has been experimentally confirmed and proved. The expediency of using the method is confirmed and its further application to ensure the environmental safety of solid waste management in Ukraine is proposed. The method was introduced in the development of permits and regulations, other design decisions in the activities of economic entities and local governments.
