Prystaiko V. State management in conditions of emergency state: theoretical aspects

In the dissertation research is carried out the theoretical substantiation of public administration in the conditions of a state of emergency as a special kind of state anti-crisis management, and also directions of its improvement in Ukraine. Features are investigated of public administration in a state of emergency as a special kind of state anti-crisis management, which differs significantly from public administration in emergency situations and martial law. It was found that public administration in a state of emergency is always have an anti-crisis tendency. Accordingly, it is proposed to define the concept of “public crisis management in a state of emergency”. Conceptual bases for improving public administration to ensure the state of emergency in Ukraine have been developed, which should be based primarily on understanding its essence as a set of management institutions, processes and mechanisms for effective response to particularly threatening crises that require a state of emergency.
