In this dissertation, a theoretical generalization and a way of solving an actual scientific problem is presented, namely, determining and scientific substantiation of the state and development of the organizational and legal principles of public administration of natural and man-made emergencies risk reduction. New approaches to the issues of the legal regulation and organizational support of public administration in the sphere of natural and man-made emergencies risk reduction have been explored and generalized.
