The dissertation is devoted to a comprehensive analysis of the legal principles of organization and activity of national administrative-territorial units in the Ukrainian SSR in the 1920-1930s. The work considers the preconditions of the formation of national administrative-territorial units in Ukraine. The organizational and legal 23 support of the process of national administrative-territorial construction in the USSR is analyzed. The peculiarities of legal regulation of socio-economic and socio-cultural development of national districts and village councils in different periods of their existence are investigated. The specifics of the functioning of national administrative-territorial units in the conditions of establishing a totalitarian regime in the country have been clarified.
