In the dissertation work the analysis of theoretical and methodological bases of research of human potential in the conditions of globalization is revealed. The interaction, identity and difference of concepts of human capital and human potential in the context of modern research approaches external influence of the functioning of human resource space, established a criterion difference between the categories of human capital and human potential.
Methodological identification of the essence of globalization and its impact on human development is revealed, according to which its deep contradiction of identification is revealed, a complex range of events, factors and tendencies for establishing a new world order, introduction of new trends in institutionalization and deinstitutionalization in various spheres of public life. Globalization has been identified as a tool for implementing the reference policy of a certain set of states that defend their right to dominate the new geopolitical structure of the global world.
Peculiarities of realization of human potential in the conditions of globalization as an object of scientific analysis are investigated on the basis of which it is established that management of human potential in the conditions of globalization requires special mechanisms of its management taking into account the newest civilizational challenges. The structural-functional analysis of realization of human potential in the conditions of globalization is carried out, according to what its structural elements, attributes and conditions of strengthening of resource capacity of influence on innovative development of the state are investigated, indicators of protection of human potential in the conditions of globalization are developed. Global migration is characterized as a structural attribute of the realization of human potential in the context of globalization as a process of movement that occurs between continents, identified factors of its spread and the effect on the functioning of the modern world. The state is studied as a functional subject of human potential protection in the conditions of globalization, which forms a functional space for its development, creating competitive advantages in the global world. the necessity of formation of: effective policy of assistance to realization and protection of national human potential which should promote such factors of improvement of an index of development of human potential as: growth of incomes, increase of quality and life expectancy of the population, strengthening of its health, increase of economic activity; ensuring the development of the education and science system.
