Object - regional subsystems and the process of conducting radio frequency monitoring of the use of radio frequency resource by radio radiation RES of various radio technologies. Goal - development of an approach and method for assessing the technical and production efficiency of regional subsystems and radio control stations to address the main tasks of radio monitoring to substantiate proposals and recommendations for their improvement in the interests of further development of national radio frequency monitoring systems. Subject of research - approaches, method, technique, procedures and algorithm for evaluating the effectiveness of radio frequency monitoring by regional subsystems and stations of radio control of radio emissions of electronic means and the occupation of frequency bands. Methods - information-analytical, system, space-frequency-time, probability theory, object-oriented programming and construction of object-relational databases. Results - the method of evaluating the efficiency of systems and the process of conducting radio frequency monitoring of the radio frequency resource was further developed; for the first time a spatial-frequency-temporal method for assessing the integrated technical and production efficiency of systems and the process of radio frequency monitoring was developed, which allows combining the existing space, frequency and time radio frequency resource and the degree of its coverage by radio monitoring; for the first time the system of partial indicators of efficiency of an estimation of integrated useful result of conducting radio frequency monitoring and a technique of their calculation is developed; the method of evaluating the efficiency of various types of radio control stations has been improved, which allows to evaluate the productivity of each station, optimize the quantitative and qualitative composition of the park in the region and increase the efficiency of planning and conducting the radio monitoring process. Implementation - at the state enterprise "Ukrainian State Center of Radio Frequencies" and in the educational process of Kharkiv National University of Radio Electronics. Field of use - conducting the process of radio monitoring of the radio frequency resource by radio frequency monitoring systems.
