Essay

The dissertation investigates the importance of institutional theory in the process of formation of the methodology of public administration science, the main provisions of the institutional school in the field of public administration. The author identifies the features of institutionalism, which make it an effective theoretical tool in the formation of modern concepts of application of system of public administration in the processes of transformation of society, areas of its functioning in particular. Based on the analysis of the essence of international organizations proposed own definition of international organizations: "international organization – a legal entity established by several or one state, in accordance with international law, to ensure cooperation in political, economic, cultural, scientific, technical, legal and other fields, which has the necessary system of governing bodies, rights and responsibilities, and acts in the interests of member states and other countries of the world". The dissertation analyzes the functions of international organizations, which became the basis of their cooperation with government regulators. It has been proven that Ukraine uses generally accepted health standards and follows WHO and other international medical organizations around the world procedures for treating diseases and providing medical care. In our country, the activities of international organizations working in the field of humanitarian and charitable assistance have intensified. It is determined that such public administration bodies as the Ministry of Health of Ukraine, the State Emergency Service of Ukraine, the Ministry of Defense of Ukraine, the Ministry of Regional Development, Construction and Housing of Ukraine cooperate most actively in Ukraine with international and national organizations. The dissertation contains a cluster analysis of indicators that characterize the effectiveness of the health care management system of the EU. He proved that EU countries have about the same level of organization of health care systems. The level of organization of health care systems in the EU is very high. The EU countries presented in the analysis are divided into only four clusters, which indicates the homogeneity of their economic and social development and, as a consequence, the homogeneity and equality of development of the health care system. In this group of countries, Ukraine forms a cluster with countries such as Latvia and Lithuania. The sociological research conducted in the dissertation revealed that the activities of international organizations aimed at improving the system of public health management are not perceived very positively. The establishment of medical facilities by foreign firms in Ukraine is poorly perceived due to the fact that these hospitals are likely to be privately owned. In their responses, the experts chose options that are directly related to the health care sector and focused less on the activities of organizations in creating conditions for the potential development of the health care system. Experts believe that domestic specialists have a fairly high level of qualifications. They are quite positive about the introduction of new institutional forms of health care management. The dissertation examines the implementation of the National Program "Health 2020: Ukrainian Dimension" and proves that it is a fundamental document that laid the foundation for the modern transformation of the health care system. The goal of the Program is to preserve and strengthen health, prevent and reduce morbidity, disability and mortality, improve the quality and efficiency of health care, ensure social justice and protect the rights of citizens to health care. The context of cooperation of public administration bodies with international organizations is revealed. The problems that are known in the practice of the health care system have been identified. The need to implement international standards in the mechanisms of public administration of the health care system, the transformation of the health care management system at the regional level, improving the activities of central health care management bodies is both a general need for transformation of the health care system and a condition for effective cooperation with international health organizations. International organizations are currently the main link in the implementation of public health management system at the state level. At the same time, international organizations are implementing new modern approaches to public health management methods in partner countries. These methods are based on modern management technologies, based on the use of information systems and use socially oriented approaches to the formation of financial and economic system of settlements in medicine.
