Object of research: innovation policy of Ukraine. Purpose: substantiation of theoretical principles and development of practical recommendations for improving state regulation of innovation policy of Ukraine. Methods: hypothetical-deductive method of dissertation research methodology formation, deductive proof of research hypothesis, structural-functional analysis, a number of comparative methods, statistical method, prognostic method, theoretical-conceptual method. Results: solved the scientific problem of developing theoretical foundations and substantiation of scientific and applied recommendations for state regulation of innovation policy of Ukraine. Novelty: the classification of the strategy of innovative development of the countries on three types is offered and necessity of use of the mixed strategy for Ukraine is substantiated; improved effective forms of state regulation and support of innovation, features of development, the reasons for the lag and prospects of innovation in the European Union, and proposals to improve the financial and economic mechanism of state regulation of innovation in Ukraine based on foreign experience; directions to increase the effectiveness of state support for innovation policy, which made it possible to choose investment schemes and justify the formation of standards for the organization of production with public funding of innovation projects, which allows to implement functions of coordination, integration and infrastructure development in science and technology; received further development: systematization of foreign experience of state regulation of innovation, often in the European Union, which determines the positive experience for the Ukrainian state, taking into account national specifics, including support for education and small innovative entrepreneurship, is a major factor determining economic growth and impact on the competitiveness of national economies, allows countries to lead the world economy; methodology for ensuring the process of regulating innovation, which includes methods of creating typical organizational platforms, methods of modernization of organizational platforms, methods of redesigning organizational platforms, methods of forming integrated organizational platforms (clusters), which allow effective regulation of innovation in various economic entities. Implemented in the activities of: the Department of Budget and Finance of the Kharkiv City Council, the Department of Housing and Communal Services of the Kharkiv City Council, the National University of Civil Defence of Ukraine. Areas of use: public administration, local government and self-government, public organizations.
