The researches complex of theoretical, methodical and practical positions concerning rural land use planning of territories in the conditions of agricultural purpose land plots circulation are carried out. The essence of land management territorial planning of land use is revealed in the dissertation work. A logical and semantic model of the institutional process of land management planning for the development of territorial communities land use has been developed. The development tendencies of rural territories land use in the conditions of new land relations are analyzed. A set of land management and legal measures for planning the development of agricultural land use and directions of land use greening based on the assessment of actual and project environmental options, with the coordination of environmental and economic interests within the territorial community have been defined. The methodical approach for definition of alternative types of balanced land use development of the united territorial community, with application of the analysis of hierarchies method is improved.
