Essay

The dissertation is devoted to supplementing the theoretical provisions, as well as substantiating practical measures to disseminate and improve the practice of using the financial mechanism of public-private partnership in the activities of higher education institutions in Ukraine. It is proved that public-private partnership is a formalized system of mutually beneficial long-term relations between the state, business, and society in the field of strategically important industries to increase the competitiveness of public services and meet the interests of society. In turn, PPP in the field of higher education is proposed to be considered as a long-term and mutually beneficial formalized cooperation between the state, business, and society to increase the competitiveness of higher education. The essence of higher education and features of its financing is revealed, taking into account the main functions and role in the socio-economic development of the state. It is proved that the key goals of higher education are: first, to meet the needs of society and the state in the training of highly qualified specialists who have the necessary scientific knowledge, practical skills, and competencies; secondly, promoting the development of abilities and creative potential, creating opportunities for its active, free and constructive participation in the development of society. It is argued that further development of the higher education system of Ukraine and its financing is possible due to the expansion of the range of instruments, among which a special place is occupied by a public-private partnership.
