Ilienko A. Mechanisms of public administration of gas industry enterprises.

Object of research: public administration of gas industry enterprises. The object of research is substantiation of theoretical bases and development of practical recommendations on improvement the mechanisms of public administration of gas industry enterprises. Methods: hypothetical-deductive method of the methodology of the thesis research formation, deductive proof of the hypothesis; structural and functional analysis; a number of comparative methods; statistical method; theoretical and conceptual method. Results: the scientific problem of the theoretical foundations development and scientific and applied recommendations substantiation for improving the mechanisms of public administration of gas industry enterprises has been solved. Novelty: the strategic directions of public administration of gas industry enterprises have been substantiated on the basis of the system of balanced indicators of gas industry enterprise management which should be considered as a set of interconnected sub-mechanisms (basic and specific) accounting for the required volume of gas production and transportation market which have been implemented through the mechanisms of mineral resources reproduction and geological exploration development; overcoming the non-payment crisis and streamlining money circulation will further ensure the innovation and modernization of the gas industry as a whole; improved: the directions of the organizational and economic mechanism of public administration of gas industry enterprises; systematization of theoretical and methodological tools of the economic mechanism of public administration of gas industry enterprises on the basis of the information-integrated systems implementation into the management mechanism of gas industry enterprises; improvement of the instrumental and methodological support of sales activities of gas industry enterprises management; improvement of tools for strategic management of gas industry enterprises; further developed: implementation of foreign experience of the European gas market development which allows outlining practical recommendations and determining that increasing the share of gas in electricity production will change the structure of the energy sector, and new technologies will remove price barriers for companies to enter the energy market and will enable the cooperation of large industrial enterprises with relatively small energy producers; the instrumental and methodological complex systematization in the organizational and legal mechanism of public administration of gas industry complex which includes external regulatory instruments (differentiated taxation system; state support for exploration; regulation of domestic hydrocarbon prices; creation of institutional and legal basis for a favourable investment climate) and internal tools (effective methods of attracting investment resources for the development of gas fields, controlling, strategic management based on a system of balanced scores).
