Prokopiev R. Economic and legal status of railway transport enterprises of Ukraine.

The thesis is devoted to study theoretical provisions and to develop practical recommendations on improvement of legal regulation of the activity and the status of railway transport enterprises as well as the directions of railway transport reform. The system of railway transport enterprises, peculiarities of their economic activity are determined. The legal status of the infrastructure operator is considered, its features are defined. The peculiarities of the legal status of JSC "Ukrzaliznytsia" at the present stage of railway transport reform are described. Attention is paid to the directions and means of state regulation in this area. The principles of legal regulation of railway transport in the EU are studied, the ways of reforming this branch in Ukraine are offered. The classification of railway transport enterprises depending on the functions they perform has been improved; legal personality; type of ownership. A cluster approach to railway transport reform by creating a single national macrocluster as well as regional microclusters is proposed. The agreements mediating the activity of economic entities within the framework of creation and functioning of clusters are determined, their content is substantiated, the essential conditions are established.
