Essay

In the dissertation is investigated and analyzed the process of formation and development of the main punitive-repressive mechanism of the USSR and USSR – NKVD – MIA, identified causes and prerequisites structural and organizational processes in the system of the NKVD – MIA at different stages of establishment and further strengthening of the totalitarian regime, in the Second World War, in the postwar phase of recovery and the first stage of the post-Stalin era and at the beginning of “de-stalinization”. The set of factors that caused numerous reorganizations and branching of the NKVD – MIA bodies in Ukraine, turning it into an instrument of totalitarian policy, is revealed.
