State personnel policy in the field of health care is comprehensive because it must take into account a set of internal and external factors, public administration (economic, educational, social, political, legal, and others) and innovative mechanisms for its formation and implementation, taking into account advanced approaches to human capital management. The object of research is the process of formation and implementation of state personnel policy in the field of health care. The subject of the research is the theoretical, organizational, and methodological provisions of the formation and implementation of state personnel policy in the field of health care. Clarified the conceptual and categorical apparatus and factors influencing the formation of the state personnel policy in the field of health care of Ukraine, the author's vision of key definitions on the issues of the state personnel policy in the field of health care, such as personnel, personnel potential, personnel policy, state personnel policy and state personnel policy in the field of health care, the main components are identified, including educational, demographic, motivational and professional qualification component. The analysis of normative-legal regulation of the state personnel policy in the field of health care in Ukraine is carried out and its priority direction of increase of efficiency of the medical branch is defined. It is outlined that certain developments in improving the staffing of the health care system are reflected in the relevant current regulations.
