Essay

Dissertation for obtaining the candidate degree in political science; specialty 23.00.02 – Political Institutions and Processes. Taras Shevchenko National University of Kyiv, Ministry of Education and Science of Ukraine, Kyiv, 2020. The dissertation is devoted to the study of the role and importance of the information policy of the state in the development of civil society in general, and in Ukraine in particular. During the research the scientific works of Ukrainian and foreign scientists, which reveal the theoretical and practical aspects of the interaction of the third sector and the state in the information space were analyzed. The research literature on the topic mainly focuses on the proportionality of the public information policy and one of the third sector institutions - the media. Some scientific papers systematize the interplay of these social phenomena, concentrating on television and print media (O. Berezhkova), others taking into account significant Internet resources (O. Ivanov, P. Maluev), that is logical in the context of modern processes of computerization and digitalization. Important emphases of these authors have been identified regarding the formation of a new online public space, a new kind of "digital public" with significant potential for self-regulation and public decisionmaking, the development of e-democracy, the formation of the role of an active citizen as a public actor, and the significant role of bilateral communication between the state and civil society, which is enhanced by the increase in channels and the application of the principles of deliberative democracy.
