The object of research is the legal relations that arise during the security of the election process. The purpose of the dissertation is to determine the essence and reveal the features of administrative and legal principles of ensuring the security of the electoral process in Ukraine on the basis of the analysis of scientific achievements of scientists and norms of current legislation, and also, based on the consideration of positive domestic and foreign experience in this area. The methodological basis of the dissertation is a set of general scientific and special methods of scientific knowledge: logical-semantic, analytical, structural-logical, system-functional and comparative-legal methods, as well as methods of documentary analysis, modeling and forecasting. Theoretical and practical results, novelty: the security of the election process is proposed to mean a special social and legal state, which adheres to the legality, publicity, openness of this process, and within which all principles of suffrage are implemented, as well as no illegal interference in the election ; the author's definition of the concept of organizational measures to ensure the security of the election process is proposed, based on which it is substantiated that most of the work on the formation (creation) and maintenance at the appropriate level of conditions necessary for safe and unhindered process; key forms of ensuring the security of the election process are identified, which are divided into two groups: a) general (normative, individual and combined forms); b) special, including: law enforcement, control and supervision, law enforcement forms and administrative agreement; Emphasis is placed on the expediency of developing and adopting the "Procedure for interaction and coordination between the subjects of ensuring the security of the electoral process", which should ensure systematic implementation of measures in the relevant field, as well as promote the fullest possible use of these subjects of interaction and coordination. process. Degree of implementation: in the research sphere - for further consideration of theoretical and applied problems related to ensuring the security of the election process in Ukraine; in law enforcement activities - in order to improve certain forms and methods of ensuring the security of the election process; in the educational process - during the preparation of textbooks and scientific and methodological materials in the disciplines "Administrative Law and Procedure", "Administrative Responsibility", "Qualification of Administrative Offenses", "Judicial and Law Enforcement Bodies of Ukraine". Scope: in lawmaking - as a basis for the development of new and improvement of existing regulations, the provisions of which create the organizational and legal framework for ensuring the security of the electoral process in Ukraine.
