Essay

The dissertation is devoted to a comprehensive study of public administrative aspects of public administration’s formation and development in the sphere of civil defense in the modern conditions of Ukrainian state formation. The development of the scientific thought on the organization of civil defense as a component of national security of the state, i.e. in conditions of the armed conflict in the Eastern Ukraine, has been analyzed. The role and place of civil defense in Ukrainian national security system, the State Emergency Service of Ukraine being a component of the security and defense sector in the context of implementing the articles of the Law of Ukraine "On National Security of Ukraine" and the National Security Strategy of Ukraine, has been studied. The genesis of public administration in the sphere of civil defense during the years of independence has been investigated. The periodization of the development of Ukraine’s public administration in the sphere of civil defense has been suggested based on the results of the analysis of conceptual approaches and theoretical developments of domestic scientists. A comprehensive analysis of the regulatory and legal support for the functioning of a consolidated state system of civil defense has been made. The state of implementation of the provisions of the Civil Defense Code of Ukraine, the problems that arose during their practical implementation at the present stage of development of the civil defense system has been investigated. It has been suggested to change the current legislation of Ukraine and to adopt new regulations, which should take into account further reform of the civil defense system. The priority of Ukraine’s accession to the Civil Defense Mechanism within the framework of the Ukraine-European Union Association Agreement has been proved. The analysis of functioning of systems of civil defense in the countries - members of the European Union, the international cooperation of Ukraine in the sphere of civil defense has been carried out. The expediency of implementation of European experience of civil defense systems’ functioning has been grounded, especially in the part of assignment local self-government bodies of powers on the maintenance of fire safety of settlements and territories; stimulating the participation of citizens in local and voluntary fire protection; implementation of insurance of others’ civil liability. The development of the civil defense issue in the context of globalization and digital transformation has been investigated, i.e., Ukraine’s participation in overcoming the consequences of global catastrophes, the Chernobyl accident, the global pandemic of acute respiratory disease COVID - 19, powerful earthquakes in other countries, has been analyzed. The prospects of the fastest transition of Ukraine’s civil defense system to a new paradigm of security management, which is based on the use of risk-oriented approach as one of the most modern computer technologies of security regulation, have been proved; introduction of a man-made and fire safety management system based on a risk-oriented approach and European standards, i.e., on the protection of objects of critical infrastructure has been described. The issue of implementation of civil defense’ basic actions in conditions of reforming local self-government and territorial power organization in Ukraine has been investigated, in particular, at the subregional level; organization and provision of fire safety on the territory of united territorial communities; creation of local fire brigades, setting the movement of voluntary firefighters; creation of community safety centers, etc. Ways to further improvement of functional training of management and specialists in civil defense sphere, search and implementation of new innovative methods and technologies in the organization of the educational process, training of the population how to act in case of threat and emergencies, have been analyzed. The strategic directions of public administration’s further reform in the sphere of civil defense have been outlined. It has been suggested to make the necessary changes to the current legislation, to introduce the best standards of public administration, based on using European and world experience. It has been found out that at the present stage of Ukrainian state formation, the latest concepts of development of the national civil defense system are needed at the central, regional, local and object levels of civil defense management.
