This dissertation study comprehensively examined the legal regulation of local self-government in the Ukrainian territories that were part of the Russian Empire. The system of local self-government bodies, their legal status and the regulatory framework of activities and functioning comprehensively described. The specifics of the formation of individual local self-government bodies and their importance in state-legal life depending on the chronological framework are determined. It is determined that due to excessive differentiation of regulatory legal acts and laws, the issue of the activities and functioning of local self-government within the legal system of the Russian Empire did not acquire priority, as a result of which the regulatory acts regarding local self-government were dispersed and slowed down the process of their formation and transformation.
