The dissertation is devoted to the study of scientific and theoretical principles and the development of practical recommendations aimed at improving the mechanisms of interaction of public authorities of Ukraine with organizations of international technical assistance. The content and functional component of the system of public administration of international technical assistance, which is a set of mechanisms of public administration, covering the goals, objectives, measures, principles, focused on effective interaction between public authorities and international technical assistance organizations. The classification of international technical assistance by type of assistance through revenue channels and targets of use has been carried out. A number of definitions of the subject area of research have been improved, namely: "international technical assistance", "mechanisms of interaction of public authorities with international technical assistance organizations". Conceptual bases of research of properties of formation and realization of mechanisms of interaction of public authorities of Ukraine with the organizations of the international technical help in the context of definition of essence and structural and functional characteristics of mechanisms of interaction of public authorities of Ukraine with the organizations of the international technical help (legal, organizational-institutional, financial political, information-communicative and control-motivational). It is proved that the effectiveness of the presented mechanisms depends on the state and types of their infrastructure, the level of state interaction with the public in the context of international technical assistance, completeness of the areas most in need of such support, compliance with specific, individual needs of each country.
The strategic directions of solving the problems of development of mechanisms of interaction of state authorities of Ukraine with organizations of international technical assistance, which provide for the implementation of a set of measures: at the stage of attracting projects of international technical assistance, establishing cooperation with relevant organizations, improving the bill "On international technical assistance", its adoption and develop a mechanism for accountability for misuse and inefficient use of international technical assistance resources, raising public awareness of the priorities, advantages and disadvantages of participation in international technical assistance projects, etc.); at the stage of project implementation (compliance with the legislation of Ukraine in the field of transparency of procurement of goods, works and services in order to expand the participation of national producers and suppliers in the tender; fulfillment of budget obligations in accordance with international agreements of Ukraine and others); at the stage of project monitoring and evaluation (creation of an online platform for the exchange of relevant information between project participants and informing the public about their implementation; introduction of a comprehensive system for monitoring and evaluating the effectiveness of international technical assistance, etc.). A model of public management of mechanisms of interaction of state power of Ukraine with organizations of international technical assistance on the basis of harmonization of interests of participants of mechanisms and by use of modern stages of public management, principles and tasks on increase of volume and quantity of international technical assistance, stimulation of development of sectors of national economy. the results of the use of assistance, compliance with the necessary forms of assistance that are relevant at the present stage of state formation.
