Essay

The thesis substantiates the scientific and theoretical foundations of public safety, defines its role and place in the system of regional sustainable development of Ukraine. Based on the analysis of foreign experience, practical recommendations on the modernization of organizational and legal support as well as rule of law at local level were developed. For the first time, a new definition of the term “public safety of Ukraine” has been established and suggested for use in the area of public administration subject. The wellbeing is achieved by activities of specially authorized state and non-state bodies (structures, organizations, etc.) encompassing the relevant organizational and legal mechanism and measures aimed at preventing dangers and threats to the sustainable development of Ukraine. A conceptual model of organizational and legal support of public safety of Ukraine at local level has been developed. In the nutshell, it aims to describe the hierarchy, interinfluences and harmonious combination of subjects, objects, existing and potential threats, national interests of Ukraine, goals and legal responses supporting the model. Organizational and legal support of public safety is considered to be a special type of activity of specially authorized state and non-state bodies (structures), which provides an exclusive organizational and legal mechanism, system of measures aimed at preventing existing and potential threats to life of an individual citizen, local communities and society as a whole. It provides the algorithm implementing the objective system in regard to the assessment of the current state of public safety in Ukraine which is based on publicly available indicators of key international indexes. It improved theoretical approaches towards defining and substantiating the role and place of public safety in the context of sustainable local development of Ukraine. It improved tools for study and generalizing positive foreign experience in ensuring public safety, as well as ways to adapt it to modern realities of Ukrainian state-building.
