Essay

The object of research is corruption as a social institution and a political problem. The aim of the dissertation is a comparative-political conceptualization of the Ukrainian model of anti-corruption taking into account the experience of institutionalization of anti-corruption policy in Eastern Europe. Methods - systemic, comparative, neo-institutionalism. In the dissertation research It is substantiated that in the Ukrainian political science there is a need for complex scientific researches on measurability of corruption and efficiency of fight against it. The author proposes approaches to understanding the phenomenon of corruption, identified the need to expand the normative definition of corruption and proposed an appropriate version. Factors of institutionalization of anti-corruption policy have been identified and evaluated through numerical indicators. Our own methodology for index assessment of the degree of institutionalization of anti-corruption policy is proposed. The peculiarities of the formation of anti-corruption policy in Romania, Bulgaria, Moldova are studied and the specifics of institutionalization of the experience in the fight against corruption are established, taking into account the Ukrainian realities. An empirical study on the perception of the phenomenon of corruption by citizens of Ukraine was conducted. Taking into account the index assessment of the degree of institutionalization of anti-corruption policy and the results of the study, recommendations were made to improve the activities of institutions involved in the fight against corruption in Ukraine. Results - can be used in the educational process of higher education institutions in teaching courses in political science, public administration, political communication; writing monographs and textbooks on corruption. The author, using the results of the study, developed and taught the course "Prevention of Corruption in Public Administration" at the State Institution "South Ukrainian National Pedagogical University named after KD Ushinsky".
