In the dissertation, for the first time ever, a comprehensive research of the role of local self-government authorities in the implementation of the state-public model of education management is carried out. Clarification of the conceptual and terminological apparatus of the research. In particular, in the state and public management in the field of education at the local level is understood the process of interaction between local governments (village, settlement, city councils) and representatives of the territorial community, public associations, aimed at regulating the processes of functioning and development of educational institutions belonging to territorial communities, or transferred to the subordination of the relevant councils, the main purpose of which is to meet the educational needs of the members of the territorial community and the realization of the citizens' right to access to quality education. The peculiarities of education management at the local level in the context of decentralization are revealed, which consist in the presence of such contradictions: local self-government authorities have received broad powers, but their institutional capacity is weak; The local self-government authorities have financial resources (through educational subventions, etc.), however, due to ineffective use of funds, problems arise in financing educational institutions; public associations are interested in and are involved in management in the field of education, however, their activities are formal and episodic and the main problems of the functioning of educational institutions at the local level are identified, including: insufficient funding, ineffective distribution of funds, the presence of small schools, which leads to significant budget expenditures, unavailability participants in the educational process to study in quarantine conditions, a low level of provision of educational institutions with modern information and communication equipment and high-speed Internet.
