Chasovnykov D. Administrative and economic sanctions for offenses in the securities market

The dissertation is devoted to the research and reasoning of new theoretical provisions on administrative and economic sanctions for offenses in the securities market and preparation of proposals for improving the legislation. The paper specifies the features and defines the concept of the securities market, clarifies the concept of administrative and economic sanctions for offenses in the securities market and highlights the main features of the latter. The types of administrative and economic sanctions for offenses in the securities market have been studied and specified, their classification on various grounds has been carried out, such definitions as “fine” and “warning” have been proposed, and the proposals for optimizing the procedure for their application have been developed. The legislative basis for the application of administrative and economic securities market was analyzed and the directions of its improvement were substantiated. The grounds and conditions for the application of such sanctions have been specified, the definition of the concept of "securities market offenses" has been refined with setting the criteria for the division of such offenses into types. The procedure for applying administrative and economic sanctions on the securities market is revealed, the stages of such proceedings were specified to separate the stages inside each stage of the procedure, the procedure and methods of implementing decisions on applying administrative and economic sanctions for securities market offenses were specified. On the basis of the undertaken research, it was proposed to amend the legislation of Ukraine.
