The dissertation is devoted to the development of theoretical foundations, scientific and methodological approaches and the development of practical recommendations for the institutional foundations of the banking system of Ukraine.
The dissertation deepens the study of the essence, functions and properties of the banking system. The concepts of formation and development of the banking system are considered and the classification of the factors, that influence the development of the banking system, which is based on the way of occurrence of factors of influence, is added. The conceptual approaches to the institutional development of the banking system have been developed, covering the definition of the concepts of institutes and institutions of the banking system, its institutional structure, institutional subsystem and institutional environment.
A study of the formation and development of the banking system of Ukraine on the concept of institutional economy is conducted and as a result seven stages of the institutional development of the banking system of Ukraine are identified. Current institutional structure of the banking system of Ukraine according to the economic and semantic, regional and group classifications approaches are described, and its weaknesses are argued. A comprehensive assessment of the current institutional structure of the banking system of Ukraine by cluster method was conducted and high concentrations and risks are identified. A comprehensive assessment of the depth of banking intermediation in Ukraine in comparison with the Republic of Belarus and Poland was concluded. The level of efficiency of institutional development of the banking system of Ukraine by the criteria of the effectiveness of the banking system, the perfection of the institutional structure, the degree of competition and innovation, the stability of the banking system and the degree of its impact on economic development are researched.
Proposals for the implementation of the mechanism of institutional development of the banking system of Ukraine with the implementation of relevant institutional changes are provided. These changes should include development of the institutional structure of the banking system, infrastructure development, transformation of product sales channels, introduction of technological and product innovations, effective changes in the institutional environment of the banking system, which include economic, social and environmental components, improvement of banking regulation and supervision,
management of banks and introduction of market innovations. The need to modernize the institutional structure of the banking system to three levels are reasoned, this will meet the characteristics of flexibility, stability, differentiation, accessibility for the population, the impact on expanded reproduction by creating new institutes of the banking system, which are necessary for institutional development of Ukraine’s banking system and the economy.
The main directions of improving the process of banking regulation and supervision in the framework of risk-oriented regulation and supervision of banks were described - increasing the efficiency of operational risk management in the banks of Ukraine, making changes to the criteria according to which banks are identified as systemically important, amending the relevant resolution of the NBU to maintain highly liquid funds at 15% for systemically important banks, creating effective institutions to overcome financial crises in Ukraine, expanding the power of the department of the NBU regarding the protection the rights of consumers of financial services. It is proposed to use a complete, timely, accurate assessment of the competitive environment in the banking system according to the developed scientific and methodological approaches based on an integrated approach.
