The transition state of Ukraine's economy in the last two decades is accompanied by many contradictions and problems, including the search for optimal forms of administrative and legal regulation and control of the energy market, based on a harmonious combination of domestic and international law. Today, Ukraine's energy sector needs special attention and changes aimed at the development of this sector should be progressive, and management decisions should be justified, as they will contribute to the proper organization of control and supervision activities carried out by state executive bodies. These factors determine the urgent need to substantiate the theoretical basis and methodology of formation and implementation of the mechanism of state control of enterprises, in particular the energy sector. As a result of the study it was found that state control is a complex, multifaceted phenomenon, as it has many aspects and forms of its manifestation, because: control acts as one of the functions of the state, it is a kind of state power (control power), and is a kind of state -power activities. Theoretical substantiation of the essence of the concept of "state control" as a special function of the state, which is expressed in the activities of state bodies aimed at obtaining and analyzing information about processes and phenomena occurring in society, establishing inconsistencies, violations and deviations from regulations and individual regulations, as well as making demands to eliminate the identified violations in order to protect the rights and freedoms of man and citizen, the constitutional order, ensuring the rule of law. It is noted that state control in the field of management is a means of regulatory influence through the implementation of control measures (inspections, audits, inspections) by persons authorized to carry it out, in the manner and on the grounds clearly established by applicable law. The classification features of state control are highlighted, its types and legal bases of the organization are characterized. Areas in which state control is carried out, in particular in the field of state supervision (control) over compliance with legislation in the fields of energy and utilities, are considered. The essence of the concept of "energy world", "energy sphere", "energy situation", "energy market" and "energy security" is described. It is determined that Ukraine remains critically dependent on the import of oil products due to the impossibility of meeting the needs of the national economy with the products of its own refineries and the lack of sufficient volumes of domestic oil
