Pilipenko V. State policy of innovation development in the transformation period.

The work is devoted to a comprehensive study of the peculiarities of the development of state innovation policy in the transformation period and the role of public administration in its implementation. Particular attention is paid to the study of innovative development of Ukraine under the active influence of globalization and European integration. Also attention is paid to the development and implementation of state innovation policy, the basis for the implementation of which is the system of public administration. The participation of public administration in innovation processes is mandatory, because its activities are aimed at solving problems and implementing strategic objectives of national importance. It is noted that innovative activity in public administration is permanent and cannot have a final result, because the improvement of existing solutions and the search for new ones is ongoing. The essence of two main stages of the process of development and implementation of state policy is defined and revealed. Decision making and decision implementation. The interdependence between the efficiency of state policy implementation, the quality of public administration and the capacity of the existing state power is determined. Foreign experience in selecting the most optimal set of instruments of state innovation policy and their further application was analyzed. It is determined that the priority areas for stimulating innovation development for Ukraine today should be the transition from the model of borrowing and implementation of foreign innovations, first to cooperation with foreign partners and their joint production, and later to production and sale of its own innovative product. It is confirmed that one of the most effective tools of the state innovation policy in Ukraine are technology and science parks, which are especially effective for the development of innovation at the regional level.
