Cherkas O. The Conceptual Basis of Cooperation between the Verkhovna Rada of Ukraine and Local Councils

The dissertation has resolved the important theoretical issue, which consists of justification conceptual basis of cooperation between the Verkhovna Rada of Ukraine and local councils, development scientistic proposals according to the improvement of this process in public administration to establish the systematic cooperation between them to develop effective management decisions. As a result of analysis and summary of domestic and foreign authors' scientific works and regulatory framework, the ideas of popular representation in the theory of public administration were characterized and found their importance to the formation of representative authorities' cooperation. It was also found the ideas' significant influence on the formation of institutions of representative authorities in Ukraine and incipience on the cooperation between the Verkhovna Rada of Ukraine and local councils, from their beginning – people and its mechanism of creation – the election. The concept of cooperation between the Verkhovna Rada of Ukraine and local councils was clarified as a whole set of various components (forms of cooperation, methods, levers, and means of mutual influence, goals, principles, norms, and procedures of cooperation). The components' organic combination and mutual influence have to provide an effective process and coordinate collective goal achievement acts. The separation of criteria of institution provision of activity was offered. The milestones of formation and development of interaction of representative authorities in Ukraine from Soviet period were also researched and characterized.
