Burmistrova V. Conseptual principles of the publіс аdmіnіstrаtіоn development’s іn thе sуstеm оf rеlаtіоns bеtwееn thе stаtе аnd сhurсh

The relations between state and church are one of the most topical issues of the state-building during the entire period of independence of Ukraine. Churches and denominations are actively involved in solving urgent social problems, namely: arranging soup kitchens for those in need, organizing summer holidays for orphans and disabled children, providing treatment for the low-income persons, helping schools, boarding schools, healthcare institutions, assisting in the area of Anti-Terrorist Operation (ATO)/Joint Forces Operation (JFO), etc. The European experience in regulating relations between state and church within the framework of dialogue, mutual respect, consensus, equality in the process of development of relations between society and religion and relations between state and church, teaches to be guided by the realities of today, and therefore, creating new model of relations between state and church and certain public administration system in religious and church life becomes relevant and essential condition for strengthening relations between state and church in Ukraine, in particular, involving public and inter-confessional associations as subjects of system of public administration of relations between state and church. The thesis paper provides theoretical substantiation of the conceptual model of public administration in the system of relations between state and church in Ukraine to ensure modern standards of freedom of thought and religion, security of spiritual growth of the person, Ukrainian society and the state.
