Essay

The dissertation has developed and theoretically grounded new methodological approaches of state management, aimed at optimizing the interaction of state power with business and non-governmental public organizations. The systematized history of the using methods of influencing power in the territory of Ukraine. The work summarizes the existing tendencies in the development of the Government Relations market and lobbying in Ukraine. New approaches can help to overcome corruption and to deduce cross-sectoral interaction on a qualitatively better level of development. Practical recommendations for the system of civil oficers training in Ukraine have been developed. The Ukrainian events of 2013–2015 further intensified the need for legitimacy and transparency of the relationship between business, civil society and the state, represented by public authorities and local self-government bodies. These requirements are consistent with the concept of Government Relations – a special legal form of building long-term mutually beneficial communications between business actors and the third sector with public authorities, which includes a combination of tools of Public-Private Partnership, Public Relations, lobbying and Corporate Social Responsibility. Components of this concept (PR, lobbying, CSR, PPP, etc.) evolved separately from each other earlier (we can see these GR tools even in ancient history). But now, at the beginning of the 21st century, the most scientifically balanced combination of the above-mentioned tools of cross-sectoral interaction will help to solve a number of socio-economic problems of Ukraine, for example, to reduce corruption, the excessive burden of social problems on the state budget, the conflict of interests in the civil service, cartel conspiracies, pressure of foreign influence agents on the Ukrainian public policy, etc. That is why the concept of Government Relations needs to be comprehensively studied (it is already works in Ukraine) and developed.
