The dissertation is devoted to theoretical and legal research of problems of legal understanding and its influence on law enforcement activity, discretion of persons who apply the law. The study proposes a new dynamic approach to the understanding of law, which emphasizes the dynamics of the relationship, interaction and development of various interrelated and interdependent manifestations of the phenomenon of law. Existing concepts are supplemented by a view of legal understanding, which is based on a certain image of law, in which as dominant certain aspects of the existence of law are highlighted or emphasized, which affects the existing way of thinking and acting on legal phenomena.
