The paper considers public administration as a means of realization of rights and interests protected by law, is a procedure for implementing decisions taken in the system of public administration. It is noted that public administration involves public administration, which is carried out through the granting of power to society in the field, i.e., decentralization, and the more government becomes public, the more it is public. In the presence of features of decentralization, public administration through the introduction of public administration is transformed into public administration. However, the basis and legal form of any public administration is nothing more than the process of preparation, publication and implementation of administrative legislation, so the focus of work – administrative law as an organizing and concentrating substance for public relations in the field of public administration. Public administration as a means of exercising rights and legally protected interests is a component of public governance and serves as a procedure for implementing decisions taken in the system of public administration. It is argued that for the effective and high-quality development of the rule of law, with the implementation of effective new management methods and technologies and their focus on the implementation and protection of citizens' rights at world standards, it is necessary to introduce administrative and political functions in the executive branch. principles such as the rule of law, legality, openness, transparency, efficiency, effectiveness, efficiency, accountability, accountability and responsibility. It is argued that the subject of public administration of property rights – a participant in administrative relations, endowed with power, within which he conducts executive and administrative activities and provides administrative services in the field of property rights, while acting as an independent subject of responsibility and its tasks and functions aimed at protecting property rights as a public good. It is determined that the state registration of property rights to real estate has the main task of protecting and protecting the rights and legitimate interests of owners, by creating additional guarantees for them, as well as minimizing the ability of unscrupulous persons to register their rights. do not belong, thereby creating obstacles to illegal real estate transactions. According to the author, an important task for solving the problem of integrity of public bodies in the field of protection of property rights to real estate is to improve civil service institutions and administrative procedures in the executive branch, because in these areas there is often the potential to increase corruption risks, which negatively affects the quality of life of the whole country. Thus, the persons responsible for committing registration actions, in case of illegal decisions, bear disciplinary, civil, administrative or criminal liability in the prescribed manner. It is substantiated that an important component of protection of property rights by the judiciary is the consideration of complaints in the field of state registration, which allows a person to quickly and quickly protect their rights by applying to a specialized entity, stop and prevent encroachment on property or restore it. An important means of protection of property rights carried out by the judiciary is the implementation of various anti-raider measures, which are to stimulate the subjects of state registration, which prevents raiding, to protect individuals from misappropriation of their rights.
