Liashenko A. Economic and legal basis for the development of the tourism industry in Ukraine

The paper examines the economic and legal aspects of tourism development in Ukraine as an economic sector. The complex analysis of economic and legal bases of tourist activity, features of formation and rendering of complex tourist service, the questions connected with granting of privileges and preferences to the participants of the relations arising at realization of tourist activity which create a tourist product, render tourist services (transportation, temporary accommodation, food, excursion, resort, sports, entertainment and other services) or carry out intermediary activities for the provision of specific and related services, as well as issues related to protection of the tourist product consumer, is carried out. The paper proves the need to recognize at the state level such a concept as the tourism industry, which is defined as a system of production, transport, trade, service enterprises and accommodation. It´s substantiated that the tourist industry operates through a mechanism of orderly horizontal economic relations, within which the issues of concluding and executing contracts, which by their legal nature are economic contracts for the provision of services, as well as vertical economic relations, the purpose of which is to create an effective tourist system to increase tourist flows in the form of domestic and international inbound tourism.
