Novikov O. Civil control as a tool for improving the efficiency of public administration in Ukraine.

The dissertation summarizes and solves the actual scientific task of developing theoretical, methodological and practical provisions for improving civil control in Ukraine as a tool for improving the efficiency of public administration. The essence of civil control as a type of interaction between the state and society is determined. On the basis of national and foreign professional literature, the specifics of the phenomenon of civil control are revealed, the main elements of it are defined and characterized, the analysis of international experience of civil control of the state power is carried out. The prerequisites for effective civil control of state authorities in Ukraine are analysed, and the institutional and legal framework for the functioning of civil control in Ukraine is analysed. The necessity and the main directions of increasing the effectiveness of civil control in the system of public administration of Ukraine are substantiated. Special attention was paid to the assistance of public authorities to public anti-corruption expertise of normative legal acts, public consultations as an instrument of civil control over the decisions of the authorities, as well as to improve the mechanism for exercising civil control over the observance of the rights to access public information. According to the results of the study, the effectiveness of public anti-corruption examinations in Ukraine depends on the institutional capacity of the subjects of its conduct, as well as on the position of public authorities that they take to use its results
