Kapelista I. Implementation Mechanisms geoecological monitoring the state of the environment

Modern theoretical and methodological approaches to the implementation of state monitoring of the natural environment of Ukraine are generalized. It was found that the development of conceptual approaches to ensuring state monitoring of the environment is in line with the continuous search for more effective models of public administration. The conceptual and terminological apparatus of environmental monitoring is analyzed, the definition of categories "environment", "environment", "environment", "ecology", "monitoring" and "geoecological monitoring", "geoecology" is specified. The essence and functions of the mechanisms of realization of the state monitoring of the geoecological condition of the natural environment are revealed, and also its place in the state ecological policy is defined. Modern mechanisms of realization of the state monitoring of a geoecological condition of environment are investigated. The foreign experience of mechanisms of realization of the state monitoring of a geoecological condition of environment is studied. A comparative analysis of regulatory and legal regulation in the field of environmental monitoring in Ukraine. It is established that the legal field of Ukraine enshrines a multilevel level of state monitoring of the natural environment within the activities of public authorities of general, sectoral and special (functional) competence. The shortcomings of the mechanisms for the implementation of state environmental monitoring at the regional level have been identified. The shortcomings of the institutional basis of state monitoring in the field of environment have been identified and ways to eliminate these shortcomings have been suggested. The model of realization of the state monitoring of a geoecological condition of environment is substantiated and developed. It is proposed to expand the network of environmental monitoring in Ukraine. It is proved that the strategy of institutional changes should be the basis for reforming the monitoring of the natural environment of Ukraine. Based on the main scientific results, practical recommendations are proposed to the Verkhovna Rada of Ukraine to consider the possibility of adopting the Law of Ukraine "On Household Waste of Rural Settlements"; the Ministry of Environmental Protection and Natural Resources of Ukraine; State Ecological Inspectorate of Ukraine.
