Essay

The research is devoted to the study of the problem of the professional competence designing of the future border-guard officers based on the problem-based learning taking into account the psychological mechanisms of training in the higher military educational establishment according to the concept of Y. Mashbyts. The psychological analysis of the professional activity of the border-guard officers has been carried out concerning the protection of the state border of Ukraine. The typical psychological difficulties of an inexperienced border-guard officer at the stage of the professional development have been determined and substantiated (the term of service on the state border is up to 5 years). The theoretical analysis of the approaches of the domestic and foreign scientists on the problems of the professional development of specialists and border guards has been carried out. Its results have revealed that the «professional competence» is the ability of specialists to apply existing knowledge, skills and abilities for the purpose of quality performance of tasks and performance of professional duties. The «professional competence of the border guards» is the ability of the border guards within the limits set for the position authority to apply existing (special) knowledge, skills and abilities in order to perform tasks and responsibilities, professional and personal development in conditions of significant psychological stress in real time. It has been determined that the components of the professional competence are the special competence; the psychological and methodological competence. The system of the subject-subject interaction details the features of the functioning of the psychological mechanisms of problem-based learning (the feedback mechanism, the mechanism for the defining of the learning task (learning impact), the mechanism of the dynamic distribution of management functions between the teacher (computer) and the cadet in the system «the teacher (computer) ↔ the subject of study» in terms of the Higher Military Educational Establishment. Understanding the essence of the external and internal management of the educational and training activities in the training of the future border-guard officers allowed to clearly articulate the ultimate goal of training – to achieve such a level of educational activity during which the cadet will be able to perform all functions of his (her) professional activity management under significant psychological stress. The psychological regularities of the professional competence designing of the future border-guard officers on the basis of the problem-based learning have been substantiated for the successful performance of the official duties in conditions of the significant psychological stress. It has been developed the structural and functional model of the purposeful professional competence designing of the future border-guard officers and the program for the professional competence designing of the future border-guard officers based on the problem-based learning in higher military educational establishment. The practical recommendations for unit commanders, scientific and pedagogical workers for the use of the program of the professional competence designing of the future border guards based on the problem-based learning have been proposed.
