Essay

The work is devoted to the study of organizational and legal bases of interaction of public administration bodies on prevention of illicit trafficking in narcotic drugs, psychotropic substances and precursors. The dissertation research states that combating drug trafficking is an important, independent function of public authorities and local governments, has special legislation in the system of public administration bodies that ensure the exercise of the right to health care. A historical and legal analysis of the development of organizational and administrative and legal support for combating the spread of these hazardous substances has been conducted and it has been established that legislation has always been an effective means of public administration. Consideration of the history of legal regulation of drug use made it possible to distinguish three stages: pre-revolutionary, Soviet, Ukraine’s independence, which differ in the forms of public administration and approaches to the signs of administrative violations in this area.
