Essay

The substantiation of theoretical fundamentals and practical recommendations on improvement of mechanisms of the state management of Ukraine’s transport infrastructure has been carried out in the present thesis research. The essence, structure of mechanisms of state management of transport infrastructure have been defined. It has been proved that the mechanism of state management of transport infrastructure is an organizational system of interaction between the subjects of governance, which contains economic, motivational, organizational, political and regulatory component. Their activities are organized on the principles and objectives with a functional focus - planning, organization and control; they are aimed at implementing targeted impact on management objects in order to ensure the development of transport infrastructure through the use of methods, levers and tools of influence. A complex mechanism of state management of Ukraine’s transport infrastructure has been formed; it includes political, legal, organizational and managerial, economic and motivational mechanisms. The organizational and normative-legal components of the mechanisms of state management of transport infrastructure development have been studied. The goals and objectives of transport infrastructure development have been systematized; the main legislation regulating the activity of central executive bodies managing transport infrastructure has been analyzed. It has been substantiated that the formation of state management mechanism of the development of Ukraine’s transport infrastructure in modern conditions is carried out under the influence of the following factors, namely: political; economic; public; information; environmental. Legislative support is systematized and grouped. It regulates the activities of central executive bodies carrying out managerial influence in the field of transport infrastructure, which is the basis of international regulatory support and national legal support. An important aspect in the development of transport infrastructure of the European Union is to focus on strategic priorities and their compliance. The strategic plans for the development of transport infrastructure of the European Union member states center around three tasks: economic stability, comfort and safety of citizens, business development. The goals and objectives of assessing the effectiveness of management of transport infrastructure development have been determined and the use of indicators and measures to improve the efficiency of transport infrastructure management has been proposed. The priority urgent directions towards improving the normative-legal and organizational support of mechanisms of the transport infrastructure’s state management have been revealed. Approaches to intensifying public involvement in influencing the development of transport infrastructure have been improved, in particular through the intensification of the activities of all-Ukrainian public associations of specialized direction, consultative and advisory bodies at executive authorities of various levels (opportunities for them to carry out public control over the activities of executive authorities; increasing control over the preparation of meetings; increased attention of executive authorities to interaction with public councils). A PPP model in transport infrastructure management has been developed, namely: construction and operation of highways, which will allow launching a comprehensive autonomous solution to the problems of long-term construction of Ukrainian transport infrastructure (application of the PPP model on the basis of a concession agreement (basic functions: construction, transfer, lease, operation); PPP models based on the owner-operator contract (basic functions: lease, operation); PPP models based on the life cycle contract (basic functions: design, construction, transfer, lease, operation).
