Dmytrashchuk O. Prevention of domestic violence by units of the National Police of Ukraine

The scientific work is devoted to the study of the phenomenon of domestic violence and the activities of officials and officials of the National Police to prevent this socio-legal phenomenon in Ukraine. Based on the analysis of scientific sources, national legislation, statistics of state authorities of Ukraine, as well as reports of international and national NGOs, a number of scientifically sound provisions on the subject of the study were formulated and a number of proposals were developed to improve national legislation on domestic violence. The paper clarifies the state of scientific development of issues related to the prevention and counteraction of domestic violence by the National Police. An analysis of the positive foreign experience of different countries around the world in preventing domestic violence with the participation of the police. The dissertation explores the concept of domestic violence, its state, structure and trends. Research has shown that «domestic violence» must be distinguished from «domestic violence», which is narrower in scope. The offender who commits domestic violence is characterized and finally proved that he should be classified as a violent type of criminal, who is characterized by contempt for another person, and the depth of anti-social orientation to situationally unstable criminals. A typical portrait of the life of an offender who commits domestic violence has been clarified. Features and characteristics of victims of domestic violence are revealed. It is substantiated that most of the victims of domestic violence are women over 18, married, working, having a secondary education and living with the perpetrator. It was emphasized that the proper implementation of general social measures by the state will contribute to the creation of a healthy, well-off, competitive and intelligent family, which in turn will help prevent domestic violence. It is emphasized that among the units of the National Police of Ukraine, the main entities that prevent domestic violence are juvenile prevention units, district police officers and district police officers. In order to prevent and combat domestic violence in a quality manner, as well as to provide timely assistance to victims of violence, these police units should work closely with social services, community organizations and health care facilities. It has been shown that individual measures to prevent domestic violence should not be limited to influencing perpetrators and perpetrators of domestic violence, but should also cover potential victims of domestic violence. It is emphasized that the taking of these measures to prevent domestic violence by units of the National Police should be comprehensive.
