Essay

Introduction of innovative technologies into activity authorities at the regional level. Object of research: the process of introduction of innovative technologies in the activities of public authorities at the regional level. The purpose is theoretical and methodological substantiation and practical recommendations development for the introduction of innovative technologies in the activities of public authorities at the regional level in Ukraine. Methods: general scientific; historical; analogies; monographic; formal and logical; generalization; statistical and economic; analysis; tabular, graphic; comparison; constructive. Results: the theoretical bases have been generalized and practical offers concerning introduction of innovative technologies into activity of public authorities at regional level in the context of efficiency improvement of their activity have been developed. Novelty: the scientific concept of innovative technologies introduction into activity of public authorities has been substantiated through generalization of theoretical bases of information and communication support of innovative priorities of public authorities, foreign experience, of innovative technologies introduction, definition of organizational mechanisms of interaction of public authorities and consumers of public services; improved: scientific and methodological approaches to creating an innovative platform of managerial influence of public authorities to address socio-economic issues, implementation of technological, informational, financial and social innovations aimed at improving the response to societal challenges by strengthening socio-economic cooperation in the region, analysis of social-economic situation and efficient use of information resources; methodological basis for conducting comprehensive innovations in the activities of public authorities through justification of building a system of using innovative methods of work and creating an environment for generating ideas, in particular, for investing and implementing regional development projects, their resource provision and improving the system of administrative and social services, information systems and structuring the information exchange procedures between them; further developed: scientific and methodological principles of disclosing the content of innovations in the activities of public authorities through the use of structural-universal, scientific-technological, modernization and functional-procedural approaches to economic, managerial, social, environmental and other areas of activity; methodological approaches to the use of innovative communication forms and technologies by public authorities at the regional level to strengthen public relations and restore trust in government structures; mechanisms for improving state policy to support local self-government based on the introduction of innovative technologies in the activities of public authorities, its institutional support, staffing and financial support for implementation; motivational mechanism to ensure the functioning of public authorities in accordance with the concept of “digital state - digital regions” through the introduction of a personalized system of performance indicators of public servants, determining the components of their training, resource management for managerial tasks, accumulation of open data and its integration into a single digital space. This will provide a qualitatively new level of governance, in particular, regional development.
