Essay

In thesis state-management conceptualization of ways of improving the mechanisms of state national security policy-making within the conditions of transformation in the military sphere is accomplished. Academic novelty of the obtained results is that in the dissertation the new academic results of comparative analysis of national and foreign experience of state national security policy-making within the conditions of transformation in the military sphere are received, which together solve an important academic task of substantiating the suggestions on improving the mechanisms of Ukraine’s state national security policy-making considering the experience of NATO member-states. Particularly, in thesis: elaborated: a comprehensive model of state national security policy-making within the conditions of transformation in the military sphere is developed, which considers influence of external and internal factors; a functional model of defining the state national security policy imperatives within the conditions of transformation in the military sphere is developed, which includes 7 stages: І stage: an objective characteristic of current trends of transformation in the military sphere and assessment of the current security environment as a systemic crisis. ІІ stage: national security social diagnostics. ІІІ stage: defining the national security policy objectives. ІV stage: defining the national security policy priorities. V stage: defining the strategic, tactical and operational tasks of the state in terms of national security. VІ stage: defining the principles of national security policy implementation. VІІ stage: defining the means and tools of national security policy; improved: model approach to developing a system for national security policy-making and implementation, which consists in the use of: synergistic, system-cybernetic, system-activity, institutional and information and conflict approaches; theoretical approach for constructing a categorical model of state national security policy-making basing on the concept of dividing state national security activities into three levels: strategic, tactical and operational, which allowed to distinguish three levels of categories and concepts: the first level includes concepts and categories that relate to state national security policy-making activities at the strategic management level; the second level includes concepts and categories that reflect the process of national security policy-making at the tactical management level; the third level includes concepts and categories that reflect the process of national security policy-making at the operational management level; theoretical approach for understanding the algorithm of applying the concept of “future today” in national security management, based on the principle of consistency, which suggests fulfilling the tasks by public authorities responsible for national security issues from the perspective of combined components, namely: trends of future security environment development, strategic provisions and missions of the national security system; developing a national security system; definition of theoretical and organizational principles of its functioning, state national security policy-making within the conditions of transformation in the military sphere; a theoretical approach to assessing the possibility of using foreign experience in state national security policy-making within the conditions of transformation in the military sphere in national public management practice; further developed: public management conceptual and categorical apparatus by clarifying the concept of “national security policy” and introducing into the academic use author’s formulations of certain concepts: “future security environment”, “global transformations”, “transformation in the military sphere”; theoretical provisions concerning the need of improving a mechanism of academic and methodological support of Ukraine’s state national security policy-making due to the development and implementation of a methodology for describing the future security environment in public administration practice; conceptual provisions of assessing the national security strategic planning effectiveness; systematization of provisions and ideas contained in the academic works of national and foreign researchers on problems of state national security policy-making within the conditions of transformation in the military sphere.
